RWC Advocacy expertise in regulatory consulting helps you cut through the red tape.

RWC Advocacy has a successful record of consulting and lobbying in areas such as Certificate of Need, health facility licensing and reimbursement matters.

We help our clients develop strategic goals and then navigate, across state departments, Michigan’s complex regulatory and rule-making environment.

When necessary, we can help amend rules or create new regulatory frameworks that fit our clients’ changing needs.

One particular area of expertise is Certificate of Need (CON). We help clients from initial planning through drafting and data collection to filing of applications, and have an extremely high success rate of state approvals. Some notable successes:

  • Licensure of two hospitals in western Oakland County, in a highly competitive climate that required both passage of legislation and cooperation from the CON Commission and the Michigan Department of Community Health. Henry Ford West Bloomfield and Providence Park Hospital and Medical Center-Novi are the first newly licensed hospitals in over a decade.
  • Separation of two large integrated facilities with mutually beneficial results. After a decade of unsuccessful effort, the Karmanos Cancer Institute engaged us to help design and implement a plan to achieve separation within the existing regulatory structure. Within a year, we helped them achieve that goal.
  • Integration and closure of existing health facilities, and the creation of a new state-of-the-art facility that required CON and health facilities licensing approval, integration of health personnel, highway construction, local zoning and fire marshal approvals. We were critically involved in every regulatory step creating Genesys Regional Medical Center in Grand Blanc.
  • Creation of the first new category of licensed health care facilities since 1978. We were engaged in both the legislative and regulatory aspects of creating licensed hospice residences and helped write most of the regulations that currently govern them.
